It has been said by many that Attorney Frank J. Bolock, Jr. is “no ordinary lawyer”! The reasons for this particular distinction and reputation are many. Attorney Bolock learned the values of hard work, dedication, toughness and fairness from his hard working blue color upbringing in West Scranton, Pennsylvania. He learned these valuable lessons from his parents Frank, Sr. and Pauline and his brothers and extended family, teachers, neighbors and people throughout the community and these lessons have been the foundation for his professional and personal success.
Attorney Bolock has had the benefit of a solid education through the Scranton School District and is a 1972 graduate of West Scranton High School where he excelled in athletics and academics and was very involved in student government and other extra-curricular activities.
Attorney Bolock graduated from the University of Scranton where he received a superlative Jesuit education which paved the way for his admission into the Duquesne University School of Law in Pittsburgh, Pennsylvania. Throughout his education, Attorney Bolock worked his way through both college and law school working on the loading docks of Harper and Row book publishers and Roadway Transportation among other employment.
In addition to his outstanding educational background, Attorney Bolock has been fortunate to have had the benefit of a wide and varied professional and life experience all of which contributes further to his reputation as being “no ordinary lawyer”! While still a student at the Duquesne University School of Law, Attorney Bolock received a special certification from the Pennsylvania Supreme Court that allowed him to begin practicing law while still in law school. Attorney Bolock was employed during his law school years at Neighborhood Legal Services in Allegheny County and Northern Pennsylvania Legal Services in Lackawanna County. Attorney Bolock received valuable in Court hands on experience with real cases before he ever completed his law degree! Following graduation from law school, Attorney Bolock returned to Northeastern Pennsylvania and began his professional career at Northern Pennsylvania Legal services and within the first year of his law practice he successfully argued cases before the Pennsylvania Supreme Court which helped change the course of several areas Pennsylvania law. Following his several years of employment with Northern Pennsylvania Legal Services where he represented numerous cases in Courts of the Commonwealth of Pennsylvania and in the United States District Court for the Middle District of Pennsylvania, Attorney Bolock accepted a position as an Assistant District Attorney with the Lackawanna County District Attorney’s Office where he prosecuted a wide variety of criminal cases ranging from summary and misdemeanor crimes through homicide trials and compiled an outstanding record of success as a prosecutor. Attorney Bolock began his private practice of law while still employed at the Lackawanna County District Attorney’s Office and was associated for many years with Attorney David B. Miller, Attorney Brian J. Cali and Attorney Robert Cecchini with offices in Scranton, Dunmore and West Scranton. Attorney Bolock was the founder of the Elderly Law Project of Lackawanna County which provides legal representation to the senior citizens of Lackawanna County through the Area Agency on Aging. Attorney Bolock has served as an Assistant Lackawanna County Solicitor and has held numerous solicitorships for municipalities throughout Northeastern Pennsylvania. Bolock served for almost ten years as Solicitor for the City of Scranton where he was also appointed Deputy Mayor by the Honorable James P. Connors, Mayor of the City of Scranton.
